Beware if your next door neighbor is an IPS officer and you should be really concerned if your next door neighbor is having a property dispute with his IPS relative. In Khampur near Patel Nagar a entire locality is talking about a pending property dispute two relatives one of whom happens to be an IPS officer.

The story is about IPS officer RP Upadhyay who is presently serving his deputation in a central government ministry and his relatives. "This is our ancestral land and most of our relatives have constructed their separate houses here. About six years ago, I was trying to extend one of the walls which divide our house with my aunt Satyawati. But Upadhyay who is my cousin influenced Satyawati and made her file a suit against us calling the construction an encroachment on her land," said 56-year-old Mahipal Singh.

Sitting beside his 92-year-old father Dayanand Upadhyay and other family members he squarely blamed Upadhyay and his family for making his life hell.

Interestingly, another neighbour Ram Niwas who again happens to be a family member is making similar allegation against the IPS officer and his family. "Two months ago a horde of cops arrived at my place when I was repairing one of the walls in my house. They alleged that I am carrying on construction on the land which is mired in a legal controversy. This is total anarchy and simply the high headed attitude of a high ranking government servant," he alleged.

Narrating the incident, Mahipal's 30-year-old son Ashish said, "The incident happened on August 16 and for complete three days the entire area turned into a fortress with cops manning almost every lane in the locality.

RP Upadhyay's house turned into a guest house for the visiting cops who were clearly working under his influence. Later on we decided to go for a mutually accepted compromise and every body from the neighborhood signed the compromise letter."

"But, police handed us the compromise letter after 11 days and that too after repeated requests and complaints to Delhi Police Commissioner's office. On receiving the letter we were surprised to see that some one has altered the original text of the letter and there were several deletion and additions to it," Ashish claimed.

The family then lodged a complaint with Delhi Police which forwarded the matter to vigilance cell and PGC.

"Several cops from vigilance cell have visited us but they have refused to listen to our side of the story. They are clearly working under Upadhyay's influence. PGC's first date of hearing was scheduled for October 21 and now the commission is waiting for the vigilance enquiry report to take any action," said Ram Niwas's son Devender, alleging harassment by the cops.

Both the families further alleged that RP Upadhyay's siblings have become a constant nuisance for them and they feel threatened living in the same area. "They often abuse and threaten us. Though Upadhyay himself lives in his government accommodation his relatives takes advantage of his rank and position," said Mahipal.

The Other Side
I have no idea about PGC enquiry. In fact I have nothing to do with the dispute. It's sad that my own family is making such allegations against me. Let's wait for the enquiry report and I have full faith that truth will prevail. My brothers and other family members are under heavy stress due to this controversy and I have requested every one in the family not to react or respond to any such provocation.
